So Pakistan knew about bin laden for years, but the CIA and NSA never picked up on it, really?

I distinctly remember that after the bombing of Tora Bora during the Bush Administration and it was discovered that Osama hadn't been killed that we were told he had escaped into Pakistan. It was all over the news media. So, yes the CIA and the NSA knew he was in Pakistan. They just didn't know where. We knew the Uni Bomber was in the United States. It just took 20 years to find him.
