How Can I Get Him to Make a Move?

Well I know you want him to make the first move but hes shy and maybe unsure of himself, while you on the other hand are confident that he's interested. So you have 2 choices in my opinion, 1- make it obvious you like him, show him alot of interest etc... next 2- being your confident just tell him nowadays theres nothing wrong with the girl making the first move, i know personally i would definatlly be surprised but wouldn't be turned off if a girl approached me and made the first move.
