If Shut-Downers want to cut the Budget, should they stop giving the NSA a $Billion dollars a day to Spy on us?

We don't even know how much is given to the Department of Homeland Security because their budget is secret. After 9-11, Bush created the new department with tens of thousands of new government workers. Conservatives like to talk about small government and then turn around to make it bigger.
